Broughton’s Refuge, LLC (“Broughton’s Refuge,” “we,” “us,” or “our”) respects the privacy of applicants, residents, referral professionals, website visitors, donors, and others who communicate with us.
This Privacy Policy explains how we collect, use, disclose, retain, and protect personal information when you visit our website, contact us, apply for housing, communicate with our staff, participate in a referral, schedule a facility tour, make a housing payment or donation, use a tenant account, or otherwise interact with Broughton’s Refuge.
Broughton’s Refuge provides supportive and transitional housing services for adults in Decatur, Georgia, and serves individuals and organizations within the United States.
1. Information We Collect
Information You Provide Directly
Depending on how you interact with us, we may collect:
- Name, email address, telephone number, mailing address, and other contact information;
- Housing inquiries and communications;
- Housing application information;
- Eligibility and placement information;
- Referral information;
- Emergency-contact information;
- Appointment and facility-tour information;
- Lease and residency information;
- Housing-payment and donation information;
- Maintenance requests;
- Communications with our staff;
- Documents you submit in connection with housing or residency; and
- Other information you voluntarily provide.
Health-Related and Sensitive Resident Information
In connection with housing, resident support, safety, or coordination with authorized third parties, Broughton’s Refuge may receive or maintain health-related or other sensitive information.
Depending on the resident and services involved, this may include:
- Medication lists;
- Advance directives;
- Accommodation-related information;
- Disability-related information voluntarily provided in connection with housing;
- Emergency or safety information;
- Signed privacy, authorization, or information-release forms;
- Resident inventories;
- Care-related documents provided by the resident or an authorized party; and
- Other records reasonably necessary to administer the resident’s housing or support services.
We limit access to this information to authorized personnel and service providers who have a legitimate need for the information.
The collection or possession of health-related information does not necessarily mean that Broughton’s Refuge is a health-care provider or that all information maintained by Broughton’s Refuge is governed by the federal Health Insurance Portability and Accountability Act (“HIPAA”). Where HIPAA or another health-privacy law applies to a particular disclosure or relationship, we will comply with the applicable requirements.
Tenant Account Information
Residents may be provided access to an online tenant account through Innago.
Depending on the resident and the features being used, Innago may be used to maintain or provide access to:
- Lease documents;
- Housing-payment information;
- Payment history;
- Maintenance requests;
- Resident communications;
- Advance directives;
- Medication lists;
- Resident or personal-property inventories;
- Signed authorization or release forms;
- Other residency-related documents; and
- Tenant-account activity.
Residents are responsible for maintaining the confidentiality of their tenant-account credentials and should promptly notify us if they believe their account has been accessed without authorization.
2. Information Collected Automatically
When you visit our website, Broughton’s Refuge and our service providers may automatically collect information such as:
- IP address;
- Browser type;
- Device type;
- Operating system;
- Pages viewed;
- Links clicked;
- Website interactions;
- Date, time, and duration of visits;
- Approximate location derived from IP address;
- Referring pages; and
- Exit pages.
3. Cookies, Google Analytics, and Meta Pixel
We use cookies and similar technologies to operate the website, understand how visitors use it, measure website performance, and evaluate our outreach and advertising.
Google Analytics
We use Google Analytics to collect information about website traffic and visitor interactions. Google Analytics may collect information such as device information, browser information, approximate location, referral source, pages viewed, and website interactions.
We use this information to understand how people find and use our website and to improve our website and services.
Meta/Facebook Pixel
We use the Meta Pixel and related Meta/Facebook technologies to measure website activity and the effectiveness of Facebook and Instagram advertising.
Depending on the Meta tools and settings enabled, Meta may receive information about a visitor’s browser, device, website interactions, pages viewed, and actions taken on the website.
Information collected through Meta technologies may be used for advertising measurement, audience development, remarketing, or delivery of relevant advertising where permitted.
We do not intentionally send medical records, medication information, Social Security numbers, complete financial-account information, or other sensitive resident documents to Meta or Google for advertising purposes.
Where required by applicable law, visitors will be provided notice or choices concerning non-essential analytics or advertising technologies.
4. Service Providers
Broughton’s Refuge uses third-party service providers to operate its website, communications, housing services, scheduling, marketing, tenant systems, and payment functions.
Current providers include:
- Hostinger — website hosting and website infrastructure;
- Hostinger Mail — business email;
- Google Analytics — website analytics and usage measurement;
- Meta/Facebook — Meta Pixel, social-media advertising, audience measurement, and related advertising services;
- Kit — newsletters, subscriber management, announcements, and email marketing;
- YouCanBook.me — scheduling facility tours and sending related confirmations and reminders;
- Innago — tenant accounts, leases, housing payments, payment history, maintenance requests, resident documents, and related tenant-management functions;
- Quo — telephone calls, voicemail, SMS communications, call routing, call recording, transcription, AI-generated summaries, and related telephone-system services;
- Stripe — processing certain donations; and
- PayPal — processing certain donations.
These providers may process personal information on our behalf or directly under their own privacy policies and terms.
5. Telephone Calls, Recording, Transcription, and Artificial Intelligence
We use Quo as our business telephone and messaging system.
Calls to and from Broughton’s Refuge may be recorded.
When a call is recorded, Quo may also:
- Store the audio recording;
- Generate a transcript of the conversation;
- Generate an AI-assisted call summary;
- Identify follow-up items or action items;
- Maintain caller and recipient telephone numbers;
- Maintain call timestamps and duration;
- Store voicemail messages;
- Store SMS communications; and
- Maintain related communication history.
Broughton’s Refuge uses these records to:
- Respond to housing inquiries;
- Process housing and referral communications;
- Document conversations;
- Coordinate resident placement and services;
- Follow up with applicants and referral professionals;
- Train and support staff;
- Maintain business records; and
- Improve communication handling.
Callers are provided notice that calls may be recorded.
Quo states that call recordings, transcripts, and associated notes remain available while the Quo account remains active and the applicable telephone number remains in the workspace, unless information is deleted earlier. Retention may also be affected by Quo’s account-termination and deletion practices.
A person who does not wish to participate in a recorded telephone conversation may ask whether another communication method is reasonably available.
Do not provide passwords, full payment-card numbers, bank-account credentials, or unnecessary sensitive information through voicemail or ordinary SMS communications.
6. Text Messages
We use text messaging primarily to:
- Respond to inquiries;
- Answer questions;
- Communicate about housing availability;
- Follow up regarding applications or referrals;
- Provide requested information;
- Coordinate services;
- Communicate about scheduling; and
- Communicate with applicants, residents, family members, referral professionals, agencies, and other persons involved in a requested service.
Providing a telephone number in connection with an inquiry does not automatically enroll a person in an unrelated recurring promotional SMS campaign.
If Broughton’s Refuge implements a recurring marketing-text program, we will provide any notices and obtain any consent required by applicable law.
Message and data rates may apply according to the recipient’s mobile carrier and service plan.
7. Email Communications and Kit
We use email for operational communications such as:
- Responding to housing inquiries;
- Communicating with applicants and residents;
- Communicating regarding referrals;
- Communicating with agencies, hospitals, case managers, social-service organizations, and other professional referral sources;
- Sending housing or service information;
- Communicating regarding tenant accounts, leases, payments, maintenance, or appointments; and
- Providing other requested information.
We also use Kit to send newsletters, service information, announcements, educational information, and marketing communications, including communications directed to agencies, hospitals, referral professionals, and community organizations.
Recipients of marketing emails may opt out by using the unsubscribe link included in the email.
Unsubscribing from marketing emails does not prevent Broughton’s Refuge from sending necessary transactional or service-related communications concerning an application, referral, tenancy, lease, payment, maintenance request, appointment, safety matter, or another requested service.
8. Scheduling Facility Tours
We use YouCanBook.me to schedule facility tours.
The booking process is not intended to collect medical, treatment, eligibility, or detailed resident information.
Depending on the scheduling settings used, YouCanBook.me may process:
- Name;
- Email address;
- Telephone number;
- Selected appointment date and time; and
- Information necessary to administer the appointment.
Broughton’s Refuge may use YouCanBook.me to send booking confirmations and appointment reminders by email or SMS.
Individuals should not submit medication information, diagnoses, medical records, Social Security numbers, financial-account credentials, or other sensitive information through the tour-scheduling system.
9. Housing Payments
Residents may make housing payments through Innago.
Depending on the payment method selected, Innago or its applicable payment-processing providers may collect information necessary to process a transaction.
Broughton’s Refuge may maintain records concerning:
- Resident or payer name;
- Payment amount;
- Payment date;
- Payment status;
- Payment history;
- Amounts due;
- Transaction reference information; and
- Other accounting information associated with the tenancy.
Broughton’s Refuge does not intentionally collect complete payment-card numbers through ordinary website forms, email, voicemail, or text messaging.
10. Donations
Broughton’s Refuge may accept donations through Stripe and PayPal.
When a person makes a donation, the selected payment provider may collect payment-card, bank-account, billing, identity-verification, transaction, device, and fraud-prevention information according to that provider’s privacy policy.
Broughton’s Refuge may receive information associated with the donation, including:
- Donor name;
- Email address;
- Billing or mailing information made available to us;
- Donation amount;
- Donation date;
- Transaction status;
- Transaction reference information; and
- Other information necessary for accounting, receipt, reporting, or donation-administration purposes.
Broughton’s Refuge does not intentionally store complete payment-card numbers through ordinary website forms.
11. Referrals and Information Received From Third Parties
Broughton’s Refuge works with hospitals, agencies, case managers, social workers, community organizations, family members, referral professionals, and other parties involved in housing placement.
A referral source may provide information about a prospective resident to Broughton’s Refuge when the referral source has authority to provide that information or another legal basis permits the disclosure.
Information received during a referral may include:
- Contact information;
- Housing needs;
- Placement information;
- Income information;
- Disability or accommodation information;
- Relevant functional information;
- Information concerning support needs;
- Requested move-in date; and
- Other information reasonably necessary to evaluate or coordinate a housing referral.
Providing a referral or submitting an application does not guarantee acceptance, eligibility, housing availability, or placement.
12. Written Authorization Before Sharing Resident Information
When Broughton’s Refuge needs to disclose identifiable resident or applicant information to a hospital, agency, case manager, referral source, service provider, or other outside organization, we generally obtain a written authorization or written release from the individual or another person legally authorized to act on the individual’s behalf when authorization is required.
The authorization may identify:
- The person whose information may be disclosed;
- The organization or individual authorized to receive the information;
- The categories of information that may be shared;
- The purpose of the disclosure;
- Any applicable expiration date or event; and
- The signature or other documented authorization of the person providing consent.
We seek to limit disclosures to information reasonably necessary for the authorized purpose.
Information may also be disclosed without written authorization when disclosure is permitted or required by applicable law, legal process, emergency circumstances, mandatory reporting obligations, or legitimate safety requirements.
The submission of an application or referral does not constitute blanket permission for Broughton’s Refuge to disclose all information about an applicant or resident to every third party.
13. How We Use Personal Information
We may use personal information to:
- Respond to questions and housing inquiries;
- Review housing applications;
- Evaluate housing placement;
- Process professional referrals;
- Communicate with applicants and residents;
- Create and administer tenant accounts;
- Prepare and administer leases;
- Process housing payments;
- Maintain payment histories;
- Receive and respond to maintenance requests;
- Maintain resident documents;
- Coordinate authorized services;
- Schedule facility tours;
- Process donations;
- Communicate with authorized hospitals, agencies, case managers, referral sources, and other organizations;
- Send newsletters and marketing communications where permitted;
- Operate and improve our website;
- Analyze website traffic;
- Measure advertising effectiveness;
- Prevent fraud and unauthorized access;
- Maintain business and legal records;
- Protect the health and safety of residents and others where appropriate;
- Comply with applicable law; and
- Carry out another purpose disclosed when information is collected or with the person’s authorization.
We do not use information submitted through an application to make a housing-eligibility decision solely through an automated decision-making system.
14. How We Disclose Information
We may disclose information to:
- Employees and authorized housing staff;
- Contractors and service providers that require access to perform services;
- Innago;
- Quo;
- Hostinger and Hostinger Mail;
- YouCanBook.me;
- Kit;
- Stripe;
- PayPal;
- Google Analytics;
- Meta/Facebook where applicable to website advertising and measurement;
- Hospitals, agencies, case managers, referral sources, or other organizations when authorized or otherwise permitted by law;
- Professional advisers, accountants, insurers, auditors, and legal representatives;
- Government agencies, courts, law enforcement, or other parties when required or permitted by law; and
- A successor organization in connection with a merger, restructuring, sale, or transfer of business assets.
We do not sell personal information for money.
Certain online advertising technologies may nevertheless be characterized as “selling,” “sharing,” or targeted advertising under privacy laws in some U.S. states. Where an applicable law gives a person the right to opt out of those activities and applies to Broughton’s Refuge, we will provide the required mechanism.
15. Data Retention
We retain information for only as long as reasonably necessary for legitimate housing, operational, financial, safety, contractual, dispute-resolution, tax, recordkeeping, and legal purposes.
Different records may have different retention periods.
Quo
Quo indicates that call recordings, transcripts, and associated call notes remain available while the account is active and the applicable telephone number remains associated with the workspace, unless deleted earlier.
YouCanBook.me
YouCanBook.me’s default retention period for individual booking records is 24 months unless the account holder changes that retention setting.
Information copied to another calendar or system may remain there according to the retention practices of that system.
Kit
Subscriber information may remain in Kit while the person remains an active subscriber or while Broughton’s Refuge has a legitimate reason to retain associated records.
When a recipient unsubscribes from marketing communications, Kit may retain the subscriber’s historical record and designate the person as unsubscribed so that further marketing emails are not sent.
Innago
Tenant, lease, housing-payment, maintenance, resident-document, and account information may be maintained through Innago in accordance with our operational and legal recordkeeping needs and Innago’s applicable retention practices.
Financial Records
Housing-payment and donation records may be retained as reasonably necessary for accounting, tax, auditing, fraud-prevention, dispute-resolution, and legal purposes.
When information is no longer reasonably required, Broughton’s Refuge may delete, destroy, de-identify, archive, or restrict access to it, subject to legal, contractual, and service-provider requirements.
16. Data Security
We use reasonable administrative, technical, and physical safeguards designed to protect personal information.
These measures may include:
- Access controls;
- Password-protected accounts;
- Limiting access according to job responsibility;
- Third-party security measures;
- Procedures for handling sensitive resident information; and
- Procedures for responding to suspected unauthorized access.
No electronic transmission or storage system is completely secure, and we cannot guarantee absolute security.
Residents and users should protect their passwords and immediately notify Broughton’s Refuge if they believe their account or information has been compromised.
17. Georgia Privacy and Data-Breach Requirements
Broughton’s Refuge is located in Georgia.
Georgia law includes requirements concerning security breaches involving certain personal information. When an incident triggers a legally required notification, Broughton’s Refuge will provide notice as required by applicable law.
Georgia also permits certain telephone communications to be recorded when the statutory consent requirements are satisfied. Because callers may contact us from jurisdictions with different recording laws, Broughton’s Refuge provides notice that calls may be recorded.
Privacy laws in other states may provide additional rights depending on factors such as a person’s state of residence, the type and amount of information processed, and whether the law applies to Broughton’s Refuge.
Where an applicable privacy law provides a person with rights concerning personal information, Broughton’s Refuge will honor those rights as required by law.
18. Privacy Requests and Choices
Depending on applicable law and the circumstances, individuals may request that Broughton’s Refuge:
- Provide information about personal information maintained about them;
- Correct inaccurate information;
- Delete eligible information;
- Address a concern regarding disclosure or use of their information;
- Withdraw an authorization where legally permitted;
- Stop sending marketing emails; or
- Honor an applicable advertising or data-sharing opt-out right.
Some records cannot be deleted immediately because they must be retained for lease administration, payment history, accounting, tax, legal, fraud-prevention, safety, dispute-resolution, or other legitimate purposes.

19. Marketing Email Choices
Individuals receiving newsletters or marketing messages through Kit may unsubscribe by selecting the unsubscribe link contained in the email.
An unsubscribe request applies to marketing communications and does not prevent Broughton’s Refuge from sending necessary housing, application, referral, tenancy, payment, appointment, maintenance, or other service-related communications.
20. Children’s Privacy
Our website and housing services are intended for adults.
Broughton’s Refuge does not knowingly collect personal information online directly from children under 13.
If we learn that a child under 13 has submitted personal information directly through our website without appropriate authorization, we will review the circumstances and take appropriate steps concerning the information.
21. Embedded Content From Other Websites
Our website may include content embedded from third-party websites or services, such as videos, images, articles, social-media posts, maps, forms, or other interactive content.
Embedded content may function in the same way as if you visited the third party’s website directly. The third-party provider may collect information about your device, browser, IP address, website activity, or interaction with the embedded content. The provider may also use cookies, pixels, tracking technologies, or other identifiers according to its own privacy practices.
For example, embedded content may be provided through services such as YouTube, Vimeo, Facebook, Instagram, Google, or other websites and platforms.
Broughton’s Refuge does not control how independent third-party providers collect or use information through their embedded content. We encourage visitors to review the privacy policies of those providers.
Where required by applicable law, non-essential embedded content or tracking technologies may be disabled until the visitor provides the required consent.

Our website may link to or integrate with third-party services.
Third-party providers maintain their own privacy policies, security practices, and terms. Broughton’s Refuge does not control every aspect of how those independent providers process information.
